Assessment of the Effect of Night-time Lighting on Crime Incidence in University Campus Using GIS Technique

In recent years, University campuses have grown more diverse throughout Nigeria; however, with attendant security challenges. This study investigates the relationship between crime and nighttime illumination in the University of Ilorin Campus using GIS techniques. Geospatial datasets including the road network, buildings, illumination sources (street lights), and location of historical crime spots were collected and converted into a geodatabase for analysis. First, average nearest neighborhood (ANN), point density (PD), and kernel density point analysis were applied to determine the distribution pattern and nighttime lighting intensity. Subsequently, by overlaying the crime spots data layer and nighttime illumination map, the relationship between them was determined using percentage of agreement statistics. Analysis of the spatial distribution of streetlights indicates a clustered pattern with an ANN value of 0.575 and a Z-score of -23.131. Also, statistical evaluation has shown that almost 70% of crimes occurred in poorly illuminated areas, under the cover of darkness. The findings highlight a critical intersection between public safety and urban planning at the University of Ilorin. By addressing the challenges posed by inadequate lighting through public power supply, the university can enhance security, foster a vibrant campus life, and reduce crime rates. Investing in reliable and sustainable lighting solutions promotes safety and contributes to the overall well-being of the campus community.
