Assessment of Low-Income Housing Project Delivery in Abuja, Nigeria Using the Goal Achievement Matrix

Abstract

: Provision of adequate housing is an important developmental issue for many nations, but the problem of a lack of adequate housing still persists among urban populations in developing nations, with poorer populations being the most affected. Nigeria has a current housing deficit of about 15.2 million housing units as of 2024, with a rapid increase in population, particularly in the Federal Capital Territory (FCT), Abuja. This paper assessed the performance of low-income housing project delivery in Abuja between 2000 and 2024 using the Goal Achievement Matrix (GAM). A survey research design was employed, with 24 registered private developers and 48 housing projects implemented across 28 districts in the FCT making up the sample. Findings showed a low overall weighted GAM score of 35.94% as against the maximum possible index weight of 100%. This represents the weighted sum of normalised achievements on a 0-100% scale across six goal dimensions, an unweighted average achievement of 48.49% across dimensions, and the poorest raw achievement of 22.95% in affordability, as only 12.6% of target civil servants could afford the lowest-priced housing unit. Quantitative delivery attained 29.6%, beneficiary targeting attained 63.25%, and infrastructure provision was the best-performing dimension at 77.23%. Recomputed against the three-year development lease agreement completion requirement, timely completion achieved a score of 60.42%. It can be concluded that the existing framework for the provision of low-income housing through public-private partnership is ineffective. It therefore needs policy reforms, including mortgage system reformation and regulation of pricing, among others
